CLIMATE (CANBERRA)

Federal Treasurer WAYNE SWAN has accused the opposition of deliberately misleading
the public over the impact the governments planned carbon tax would have on household
bills .. as anti- and pro- carbon tax rallies were held in Sydney.

The minister's accusation comes after Treasury modelling figures .. released under
an opposition freedom of information request .. suggest living costs would rise by more
than 850 dollars a year under a 30-dollar-a-tonne carbon price.

Mr SWAN says a final carbon price or design of the scheme has not been decided on yet
.. and the statements coming from the federal opposition are a dishonest scare campaign.

And Federal Climate Change Minister GREG COMBET says the figures now debated are out
of date because they relate to the now dumped emissions trading scheme proposed by the
former Rudd government in 2009.

Meanwhile .. a 25-thousand signature petition has been presented to Senator ERIC ABETZ
at a large anti-carbon tax rally in Hyde Park in Sydney's CBD.

Senator ABETZ has told the crowd the planned carbon tax would make no difference to the climate.

And .. not far away .. in Belmore Park .. a large crowd gathered to call for a price
on pollution and investing in renewable energy.

POLLNSW BALMAIN (SYDNEY)

New South Wales Greens candidate JAMIE PARKER has claimed victory in Sydney's inner-west
seat of Balmain .. but has warned other candidates could still call for a recount.

Mr PARKER .. who is also the mayor of Leichhardt .. says people are hungry to see change
.. since the two party system has not served them well .. and now have a real alternative
to support the Greens.

He says the win reflects the positivity of the Greens' campaign .. and that he now
wants to concentrate on representing the people of Balmain.

Australian Greens leader BOB BROWN has described the news as a historic moment for the party.

The seat was held by outgoing Labor education minister VERITY FIRTH.

LNP (GOLD COAST)

Queensland LNP leader-in-waiting CAMPBELL NEWMAN may have wiped the party's policy
slate clean earlier this week .. but he's wasting no time starting to fill it up again.

Mr NEWMAN .. who is on the Gold Coast today to support federal opposition leader TONY
ABBOTT's Pollie Pedal charity bike ride and local LNP MPs and candidates .. has told reporters
water reform will be one of his first priorities.

He says the LNP wants to combine the five state water entities into one entity .. to
save money .. and to write off infrastructure that's not performing .. and to quarantine
the debt so it can be properly managed.

Meanwhile .. the Queensland government has attacked Brisbane Lord Mayor NEWMAN's use
of council resources for his tilt at state parliament.

OFARRELL (SYDNEY)

New South Wales Premier BARRY O'FARRELL has promised to improve housing affordability
in Sydney by boosting the number of new housing blocks.

Ten thousand new blocks will be released over the next four years by Landcom .. a government
developer .. as part of the initiative which Mr O'FARRELL says will help young families
buy a home.

CYCLONE (PERTH)

A tropical cyclone is expected to form off north Western Australia late today .. bringing
heavy rain and flooding to the north Kimberley region.

The Bureau of Meteorology has issued a cyclone warning for coastal and island areas
from Cape Leveque on the Dampier Peninsula to Wyndham.

A cyclone watch between Wyndham and the WA/Northern Territory border has been cancelled.

US AIRCRAFT (WASHINGTON)

A Southwest Airlines flight has made an emergency landing in the United States after
a hole blew in the top of the aircraft.

The airline says the plane declared an emergency after the loss of pressurisation in
the cabin and landed safely in Yuma .. Arizona .. about 40 minutes after takeoff.

None of the 118 passengers were hurt but one flight attendant received a minor injury
upon descent.

AFGHAN NATO (UNITED NATIONS)

United Nations leaders and governments have paid tribute to the seven staff killed
in an attack on a UN compound in Afghanistan .. described by Secretary-General BAN KI-MOON
as outrageous and cowardly.

Protesters .. some armed .. broke away from a big demonstration being held against
the burning of Koran by a US pastor and stormed the UN building in the northern city of
Mazar-i-Sharif .

The UN Security Council has now called on the Afghan government to increase protection
for its workers and bring those responsible to justice.

Meanwhile .. two armed men have attacked a NATO camp in Kabul with assault rifles and
rocket-propelled grenades .. slightly wounding three troops before they were killed.

JAPAN RADIATION (RIKUZENTAKATA)

Japanese Prime Minister NAOTO KAN has for the first time set foot in the tsunami-ravaged
disaster zone .. arriving in a town where more than two-thousand are listed as dead or
missing.

Rikuzentakata .. about 400 kilometres northeast of Tokyo .. had its picturesque forest
and golden beaches destroyed by the deadly earthquake and tsunami .. and thousands of
locals are still holed up in evacuation centres.

KAN will also stop over in nearby Fukushima prefecture .. in a show of support for
emergency crews risking their lives to prevent a meltdown at the areas stricken nuclear
plant.

LIBYA AIRSTRIKES (TRIPOLI)

Coalition forces have heavily bombarded positions held by troops loyal to Libyan leader
MUAMMAR GADDAFI east and southwest of Tripoli .. amid reports seven civilians were killed
in earlier NATO airstrikes.

Libyan state television reports military and civilian areas in the Al Khums and Al
Rojban regions were targeted in raids by the Western assailants .. while a resident of
Al Khums .. about 120 kilometres east of the capital .. says he heard explosions at the
local naval base.

Al Rojban is southwest of Tripoli and several towns in the mountainous area are controlled
by rebel forces.

FED:Teachers angry at PM's 'backdown'

CANBERRA, Aug 4 AAP - Angry teachers have accused Prime Minister Julia Gillard of breaking
a Labor promise to introduce a new funding system for private and public schools.

Ms Gillard has confirmed the government will extend by one year the existing scheme,
established by the previous Howard government, until at least 2014.

"I want every parent who votes in this election to know what funding they will get
for their local school from me as prime minister," she told reporters while campaigning
in the Cairns region.

"I want that to be absolutely transparent."

The Australian Education Union said it was clear Labor had caved in to pressure from
private schools.

"Labor will not have changed in almost seven years a system which they have repeatedly
acknowledged is flawed and failing to deliver for all children," union president Angelo
Gavrielatos said.

Public schools, which educated two-thirds of students, were only receiving a third
of federal funding.

"The private schools that get the most funding are the richest in the nation," Mr Gavrielatos
said.

"It is a funding system that is biased against public schools."

Labor would deliver $12 billion more to private schools than public schools by 2013.

Qld: Premier unveils new ABC HQ plans

BRISBANE, Dec 22 AAP - The Queensland Symphony Orchestra, retail shops and state-of-the-art
broadcast facilities will be housed at the new ABC headquarters in Brisbane.

Queensland Premier Anna Bligh and ABC chairman Maurice Newman unveiled concept designs
for the new Queensland headquarters on Tuesday following the abandonment of the old ABC
offices three years ago.

Staff vacated the Toowong site and were dispersed over eight sites across Brisbane
following a cancer cluster.

To date, 17 staff members have been diagnosed with breast cancer, with 14 of those
cases investigated by an independent expert.

The new building will be built in Ms Bligh's electorate at the city's cultural precinct
in South Bank.

Ms Bligh refused to reveal the cost of the 15,500 square metre building that will house
up to 450 ABC staff and the Queensland Symphony Orchestra, saying it was commercial in
confidence.

"These are commercial decisions between the federal government as the purchaser of the
land and South Bank Corporation," she said.

The building will sit between the Queensland Performing Arts Centre and Griffith University's
Queensland Conservatorium of Music.

It will consume some of the public green space near the conservatorium but Ms Bligh
said new green space near the Queensland Maritime Museum at South Bank would be created.

She said the final remnants of the Expo 88 buildings would be cleared to make way for
the new green space, which would open up more riverfront area and create more pathways
and bike ways.

It would also include a new children's playground.

The building will be completed in late 2011 or early 2012 with construction to start next year.

NSW: Youth leader punished for dragging dead possum behind car

By Kim Arlington

SYDNEY, Aug 30 AAP - A church youth leader who dragged a dead possum behind his car
has avoided a possible jail term for what a magistrate described as extraordinarily antisocial
behaviour.

Daniel James Korocz, 22, of Warriewood in Sydney, was convicted in Manly Local Court
today of offensive behaviour over the incident on June 24.

"In all the time I've been doing this work, I've never struck anything so extraordinary,
so unexplained," Magistrate Andrew George said.

"Your behaviour is antisocial at an extraordinary level, particularly at your age,"

he told Korocz, who is studying at TAFE for a career in community welfare.

The court was told that Korocz and three younger boys he knew through church had talked
about buying some rope to drag road kill behind his car.

The group bought a coil of rope and then drove to the Wakehurst Parkway at north Narrabeen,
on Sydney's northern beaches.

One youth found a dead possum on the side of the road and he and Korocz tied the rope
around its tail.

As his companion held the rope out of an open window, Korocz drove along the road and
into Deep Creek Reserve, dragging the possum behind the vehicle.

"The accused has driven around the reserve for approximately three to five minutes
with the possum still attached," a police statement of facts read.

"The possum was dragged for about 500 metres before detaching from the rope."

The incident took place about 2pm (AEST) on a Saturday afternoon and was witnessed
by several members of the public.

"Police were contacted because witnesses were quite disturbed and offended by what
they had seen," the police statement of facts said.

"They were unsure as to whether the animal was alive or dead."

The court heard that an RSPCA post-mortem found the possum was already dead before
it was dragged behind the car.

Korocz realised he had "behaved like an idiot" but would never have hurt an animal,
Mr George was told.

A psychologist who interviewed Korocz found his behaviour was not a precursor to more
serious offending and that he did not pose a threat to society.

But Mr George said he was not comforted by the psychologist's report.

"I'm at a loss to understand what process of logic would make any reasoning person,
whether a teenager or an adult, to think that it was somehow humorous ... to tie a dead
animal to a car and then drive around with it in front of others," he said.

The magistrate had the power to impose a three-month jail term and said almost everyone
in the courtroom, apart from Korocz's parents, probably thought some jail time would be
appropriate.

However, Mr George said he did not think sending the young man to jail was the right
response and instead sentenced him to 50 hours of community service.

Korocz did not comment outside the court.

voluntary accommodation Accommodation provided by a local authority for children whose parents are temporarily unable to look after them or for children who have been abandoned. (It is important to distinguish between a child who is being accommodated by a local authority and a child who is the subject of a care order.) The purpose of a local authority in supplying accommodation is to support children in need and their families; it is not a means for the local authority to gain control of the child against the parents' wishes. The local authority does not acquire parental responsibility for a child who is accommodated; parents with parental responsibility must consent to their child being accommodated and may remove the child without notice and without the consent of the local authority (before 1989 it was necessary to give 28 days' notice before removing the child from voluntary care). Ferguson wants new batch of history boys.

Provided by 7DAYS.ae

SIR ALEX FERGUSON returns to the scene of his greatest Manchester United triumph tonight, but has urged his current side to forget the past and focus on creating their own history. Fergie will lead his United side out at the Nou Camp tonight for the Champions League semi-final first-leg clash against Barcelona, nine years after United's stunning, last-gasp final victory over Germans Bayern Munich.

But with his side looking to emulate the team of 1999 and lift European club football's premier trophy once again, Fergie insists they need to look at their own game, not what has gone before. The United boss, desperate for a second Champions League triumph, says his side do not need a history lesson.

"It is almost ten years since we won the final," said Ferguson. "The team of today do not need to worry about the past and be reminded of the past. They have seen the game many times on video and television, so I do not think it is lost on any of them. What is more important is that they can shape their own history. I think they are good enough to do that."

Fergie's United side were dumped out at the semi-final stage last season by a Kaka-inspired AC Milan, who then went on to beat Liverpool in the final in the Greek capital Athens. But Ferguson believes this year's team is better than his last lot.

Last season's beaten squad has been boosted by summer arrivals Owen Hargreaves, Carlos Tevez, Nani and Anderson. And with 38-goal Cristiano Ronaldo arguably the best player on the planet right now, United have every reason to be confident. They start tonight's clash as favourites against Champions League 2006 winners Barca.

And Fergie added: "We are in a much stronger position this year in terms of the energy of the team, not to mention the ability in it. Last season we played much the same team every week because of injuries. Now we have bigger squad, you can see the difference and how it has helped us." United played Barca in two thrilling group games en-route to their '99 triumph.

Both games ended in 3-3 draws and Ferguson is expecting a similar goal-fest between two teams who play some of the best football in Europe. He said: "Looking back it could have been more than 3-3, especially the match at the Nou Camp. There were periods where I thought we could lose by ten, then other periods I thought we could win by ten. It was a marvellous open game and a demonstration of how both clubs believe the game should be played.

"United and Barcelona remain well balanced teams in terms of history and the way they play."

Wayne Rooney has recovered from a knock to the hip, suffered at Blackburn on Saturday and will play. While goalkeeper Edwin van der Sar is also in line to return between the posts.A He missed the clash at Ewood Park because of a groin strain. Hargreaves and Nani were also absent from that match but are in the squad for tonight's tie.
